Urban planning is on the rise more than ever. One example of this is the urban planning of Rocinha, a way of improving the favela and life inside it. Rocinha is the largest favela in Rio and it has a population of over 70,000 people living in it and it is commonly referred as a city inside a city.
In Rio the government is trying to improve life in the favelas to a certain extent by giving people chances to rent or buy land. The land is connected to the city by transport links and has access to essential services such as running water and some links to electricity. But people have build their own homes using money from low-interest loans. The government has also helped by giving people tools and basic training to improve/rebuild their homes and few people who a on safe land are given legal ownership of the land they live on. However it is difficult for the government to do this as many of the houses in Rocinha are built on steep hills where there is a danger of heavy floods, landslides and other hazards.
The local authority has also provided some people with permanent accommodation for labour and the saved money from the labour goes to building schools, health clinics, water and electricity. After all this help from the government nearly all houses in Rocinha are made from concrete and brick – with sanitisation, plumbing, clean water and electricity. Rocinha now has a good developed infrastructure with bus links, self-owned businesses, banks, drug stores and more; costing the government over £200 million.Also the government has created much more opportunities for the people of Rocinha and other favelas by openings colleges, leisure centers, schools and libraries providing people with literacy skills and also engaging them in physical activities.Finally the government has also implemented Pacification, where authorities take control of crime and aim to get rid of drugs in the favela. The local police uses armed forces backed by soldiers to go into favelas to arrest and get rid of criminals gangs in no-go areas to make it safer for the people in Rocinha. In conclusion the government have tried a lot to improve the quality of life in Rocinha by using urban planning for the urban poor but the improvements have made life harder for some people in Rocinha.
As there are lots of older people unable to work and earn money for rent and basic needs who are also in poor health and unable to visit hospitals there isn’t much the government is doing about that and many children cannot afford to continue their education therefore they get involved in crime. So overall it shows us the government has started to use urban planning to look at problems and try to resolve them but there are still lots of problems in the favela meaning the government need to continue with resolving problems if they want the quality of life to be improved in Rocinha
