There are two types of policies: Institutional
Model and Process Model of Public Policy. What theses policies have in common is
that these policies can’t become a policy unit it becomes “adopted, implemented
and enforced” by a government institution according to Dye (2000).

Institutional Model doesn’t put too
much attention to the links between the government institutions and the content
of public policy. These studies usually described what the specific government institutions
are and their functions without mentioning the what the outcomes of their institutional
characterizes have on policy outputs. The United States Constitution has
established the fundamental institutional structure for policymaking by
creating order within the branches of government, and the division of power of
the nation and states (Dye, 2000)

The Process Model of Public Policy
drives from political processes and behaviors that are the focus of political
science. What political science does is that it studies the activities of
voters, legislators, bureaucrats, interest groups, judges, presidents, and
other political figures. This model helps us to understand the different activities
that go on in policymaking. Dye mentioned that political process is viewed in a
series of political activities, which involve “problem identification, agenda
setting, formulation, legitimation, implementation, and evaluation”.

I believe that the Process Model of
Public Policy would be the better model because it meets some of the criteria that
helps to identify what a good model would be. Dye mentioned how the process
model simplifies the process of policies which makes it easier understand. This
policy also uses tries to identify any problems while trying to find a solution
for it. Another thing that would make it a good model would be that it gives us
subjects to study and measures, such as political figures (Dye, 2000).
