1. Decides to establish the Council to deal with the matters related to artificial intelligence, based in New York, where the Global Compact was formed as a subsidiary organ or a subsidiary assembly or a subsidiary council of the United Nations Global Compact : the Assembly shall review the status of the Council in three years; 2.Decides that the Council( Mentioned in the above clause) should address the situations of instability a arising out of artificial intelligence, including various other social factors, and making recommendations for solving the same; 3. Decides further that the work of the Council( mentioned in clause 1) shall be guided with the aim of addressing and solving the various issues in nations so as to achieve peace and stability for the betterment of the people through various and combined efforts including comprehensive discussion negotiations, dialogues and alternate strategies to limit or eliminate the implications of artificial intelligence; 4.
Decides that the Council( mentioned in clause 1 ) shall, : (a) Promote settlement of disputes currently arising out of artificial intelligence and encouraging member states to ensure peaceful conditions to prevail in their territory and also use artificial intelligence properly and make full use of the advantages of artificial intelligence, (b) Act as a neutral forum for presentation of various aspects of implications of artificial intelligence with the aim to reach a conclusive solution, (c) Make recommendations to the United Nations Global compact for adopting certain strategies that can benefit all member states of the United Nations in the situation of the use of artificial intelligence, (d) Undertake a periodic review to revisit the solutions and conclusions drawn by its member states with the objective of assessing the effectiveness of the use of artificial intelligence , with the review being conducted after every 6 years post the establishment of the Council, the necessary time allocation and modalities of functioning being formulated by the first session of the council, (e) Submit an annual report to the Global compact and the Secretariat; 5. Decides further that the Council( mentioned in clause 1) shall consist of only 20 members and some observer nations of the united nations who will be proficient in the field of artificial intelligence and can include academicians who have conducted research in artificial intelligence , which shall be directly elected by the secretariat of the united nations and also those members and observer nations will put their valuable suggestions and also the members will be reelected after every 3 years and no one shall be elected for consecutive 2 terms so that every member and observer of the united nations can be in the council; 6. Decides that the Council( mentioned in clause 1) shall meet regularly throughout the year and schedule no less than five sessions per year, including a main session for a total duration of two weeks, a special session which can be requested by a member if it has the support of one third of the membership of the Council; 7.
Decides that the membership of the council( mentioned in clause 1 ) shall be open to both the members of the un and the observer states of the united nations; 8. Decides that the Council( mentioned in clause 1) will adopt its own rules of procedure including the method of appointment of the President of the Council which would be suggested by the Global Compact so that the issue of the implications of artificial intelligence is dealt with exclusively and properly; 9. Decides that the participation of and consultation with member states, specialized agencies, other United Nations Agencies, non-governmental organizations shall be given an observer status and be based on a sole invite basis by the Council to ensure their effective contribution to the works of the Council and also the Global compact can suggest some of the members so that artificial intelligence can be used for humanity;( the establishement of the council is talked about in clause 1) 10. Decides that the Council( mentioned in clause 1) shall have the power of creating panels that can act as forum to have dialogues and conduct negotiations under advisement of the Council with the Council having the power to draft agreements as a conclusion to negotiation processes and will be seen as binding in nature only to the parties to the agreement, based on their acceptance of the agreement and hence further allow the Council to accept any request by such a party for the same on the Council’s discretion so as to again see the pros and cons of artificial intelligence and artificial intelligence is used properly; 11. Recommends the Secretariat to prepare the budget for the Council( mentioned in clause 1) and its establishment and further notify the same to the United Nations Global Compact Administration Committee which will further allocate the annual budget for the Council; 12.
Decides also that the date of the formation of the council and all further work shall be debated and discussed upon the next meet of the Global Compact.
